The Environmental Quality Council (EQC) and the Energy and Telecommunications Interim Committee (ETIC) formed a subcommittee for the 2015-2016 interim in an effort to oversee the state's development of rules to comply with the federal Clean Power Plan, also referred to as the 111(d) rule.
