Statutory Citation: 75-6-231, MCA

As provided in 75-6-203, MCA, the Drinking Water State Revolving Fund program is a "program under which the state may provide financial assistance to community water systems and nonprofit noncommunity water systems." The program is administered by the Department of Environmental Quality (DEQ).

The revolving fund is a separate account in the state treasury from which loans can be made, debt obligations and insurance can be purchased, and other assistance can be provided to improve water systems.

Each year, DEQ must prepare an intended use plan for the fund, which must include descriptions of the projects that program funds will assist and the amount and type of funds to be allocated. This plan is subject to public comment and review by the Drinking Water State Fund Loan Program Advisory Committee. The committee is made up of one legislator from each the House Appropriations Natural Resources Subcommittee and the Senate Finance and Claims Natural Resources Subcommittee, a member of the Montana League of Cities and Towns, a member of the Montana Association of Counties, a member from the Department of Natural Resources and Conservation, and a member from the Department of Environmental Quality.
